Export documentation does not only move goods through the supply chain across international borders. Increasingly exporters are required to comply with security, legal and customs requirements, even if they choose to outsource shipping to agents/forwarders or delegate logistics to the buyer under ex-works terms or similar. 

Paperwork problems increase the risk of delay in the supply chain and the possibility of financial penalty, and can undermine goodwill between seller and buyer
